The authorities wouldn’t let Las Cases back into France the way they let her back into France. The government at that time had been installed by the enemies of France.

The curious were a little less numerous than the previous days; there was good order.
The Emperor did not take his walk on the bridge. The captain wanted to introduce his wife to us, but she was unable to board.
The visit was made, she in her boat, and us on deck.
The eagerness which continued to be shown and the interest which the English people took in this question gave cause for concern to Lord Bathurst, chief of the cabinet, and the order was given to remove the Bellerophon to Torbay. On the 4th, the vessel left port, and during the morning of the 6th, the Northumberland was signaled. The two vessels set sail for Torbay, where they dropped anchor,
Admiral Keith came to join us in Torbay, aboard the Tonnant. He and Admiral Cockburn came to announce to the Emperor that the Northumberland was ready to receive him.
There began the tribulations of the prisoners. Weapons were withdrawn and the effects of the Emperor and those of his followers were gone through.
We then had to take care of arrangements. The Emperor could only take three general officers and twelve servants; the three general officers were the grand marshal Bertrand, generals Montholon and Gourgaud.
M. de Las Cases found himself outside the elect; it was very difficult to get him to be regarded as the secretary of the emperor; the English did not like him.
They had an unfavorable impression about him since the day when, sent aboard the Bellérophon, he had concealed, they said, knowing how to speak English and that he could understand it.
