He says he would have never had such an improper sexual relationship.

He also says.

”The virtuous, the generous, the devoted Hortense. . . All the affection I bore her and all the sincere attachment which I am sure she entertained for me.”

Napoleon says Hortense never loved Louis but he is sure she loved him.

This is so delicately worded. What he is saying is pretty clear.

Louis blamed Hortense for loving Napoleon and not him (but he loved her) and Napoleon loved her too but he never laid a hand on her. Napoleon is saying she should’ve tried faking/controlling her marriage more like he had done in his. It’s practically written in code.
